If you want to get your passport stamped from protector. Make sure to keep copies of all documents with you. Go to windows 1 at the back of building and get bank challan for insurance and protector fee. Photocopy and print shop inside is very crowded. Fill the online form and bring 2-3 copies of it. You need two set of documents but keep spare for convenience. It took 1 complete day to get my passport protected from there. Submitted passport at 11:30 AM and got it back after 5PM.

*Protectorate of Emigrants Lahore – 5 Hours of Chaos & How to Survive It* This is a review + guide — scroll down for a complete process breakdown along with required documents. --- TL;DR: There is no TL;DR. Sorry, word limits. --- Review: As expected, it was a horrible experience. Not quite as bad as when I first got my NIC made (that took 8 hours), but this takes a solid second place at four and a half hours. The staff is callous — they just couldn’t care less. Having paid taxes and filed them for over 10 years, I didn’t expect preferential treatment, but I did expect a modicum of respect and courtesy. Instead, officials flicked me away as if they were royalty and I was begging for alms. No one guided me through the procedure, and they wouldn’t even look at me when I asked for information. To make matters worse, there’s only one office in Lahore catering to people from as far as Faisalabad, Gujranwala, and other adjoining areas. Many people there had left home at the crack of dawn to get this done. --- Documents Needed (2 sets of copies required): 1. Emigrant Passport – Original (submitted and returned the same day with the Protector Stamp) 2. Emigrant CNIC – Original (submitted with the documents and passport) 3. Police Character Certificate – Original (submitted) 4. Passport Copy – First page and all pages with current/past visas 5. Visa Printout – If your visa is not attached to the passport 6. Police Character Certificate Copy 7. CNIC Copy 8. Insurance Nominee CNIC – Usually a parent or older sibling 9. Emigrant Registration Form – Explained in the guide below --- Note: 1. Avoid agents/touts — you do not need them. As of 11-08-2025, they were charging anywhere from PKR 13,000 to PKR 21,000. 2. Avoid nearby photocopy shops for e-stamps, forms, and copies — they charge PKR 2,200 for what costs PKR 520 at the official counter, and much more for photocopies. Get your prints and copies done locally beforehand. --- Guide: (Refer to the building layout in the images) 1. Online Registration – Google “Emigrant Direct Registration” and fill out the form before going to the Protectorate Office. This generates a tracking ID and PDF to print. There are no manual forms, and no one at the office will guide you through this step. 2. Document Verification – Go to Window 1 (at the back). Your documents will be verified and you’ll receive two challan vouchers for the fees: PKR 6,700 (Protector Fee) + PKR 2,500 (Insurance Fee). 3. Fee Payment – Proceed to Window 3 to pay. Alternatively, you can pay earlier at select NBP branches: Model Town, Main Market Gulberg, LDA Plaza, Shahdara, Main Lahore, or Baghbanpura. 4. Biometric Verification – Go to Window 8. You must have completed online registration for this. The registration form printout can also be obtained here. 5. Insurance Form – At Window 4, your documents are checked, and you’re issued two State Life Insurance bonds, which are attached to your file. 6. E-Stamp & CNIC Envelope – Get these from the copier desk. 7. Final Submission – Go to Window 9 with: passport, CNIC, PCC, registration form, plus two sets of copies for: passport, CNIC, nominee CNIC, visa, and registration form. 8. Collection – Return between 4:30 PM and 5:00 PM. Your name will be called at Window 18 (same as Window 9).
